EU’s Focus on Coach Mobility: A Key Strategy for Sustainable Tourism Growth

The International Road Transport Union (IRU) urges the European Union to make coach mobility a fundamental element of its Sustainable Tourism Strategy, which will guide its future tourism development. The High-Level Strategic Dialogue in Brussels showed that coaches serve as vital components for both international travel and sustainable tourism development. The IRU’s request demonstrates that coaches provide essential transportation services, which enable tourists to travel between cities and remote areas while offering budget-friendly and environmentally friendly travel options throughout Europe.

The EU’s strength as a global tourism destination lies in its diverse offerings, from major cities to rural and cultural sites. Coaches are vital to providing seamless travel between these locations, linking airports, ports, and remote attractions. With the rise of overtourism in major capitals, coaches offer a sustainable alternative, enabling visitors to reach off-the-beaten-path locations while reducing dependence on private cars.

IRU stresses that coaches help alleviate congestion in high-density tourist areas by offering large capacity at an affordable cost, helping to maintain both sustainability and tourist satisfaction. With increasing focus on eco-conscious travel options, coaches offer a critical solution, ensuring that tourists can experience Europe in a way that preserves its cultural and environmental heritage.

One of the key challenges highlighted during the Brussels dialogue is urban access restrictions. Across the EU, there are approximately 650 different access restrictions in urban areas, often implemented inconsistently, creating significant operational hurdles for coach operators. These regulations, which are sometimes uncoordinated across cities, lead to legal uncertainty and higher compliance costs, especially for cross-border coach services.

The EU’s investment in infrastructure remains a crucial element in ensuring the success of coach mobility. To support multimodal tourism, where visitors can seamlessly switch between transport modes like coaches, trains, and flights, the EU must invest in the modernisation of terminals and cross-border transport links.

Targeted funding initiatives, such as the Connecting Europe Facility (CEF), are expected to support venue modernisation and improved transport connectivity between different modes of transport. These investments will ensure coaches remain a viable and attractive option for tourism mobility, especially as new electrified coaches are introduced to reduce carbon emissions. The integration of eco-friendly transport options will be key to maintaining tourism sustainability across the EU.

Sustainability is at the heart of the EU’s tourism strategy, and coaches play a pivotal role in this transition. As a low-emission transport mode, coaches are a crucial part of the EU’s efforts to decarbonise the travel sector and achieve climate goals. For instance, free public transport passes for delegates at major congresses in European cities have been introduced as part of broader strategies to reduce emissions from tourism-related transport. These initiatives also demonstrate how coaches contribute to green mobility and sustainable tourism practices.

The IRU continues to promote eco-friendly transport solutions in urban tourism planning, encouraging cities to adopt sustainable transport frameworks that integrate coach mobility as part of their larger mobility and climate action plans.

The EU needs to express its dedication to sustainable tourism through the establishment of new regulations which require all travel companies to implement environmentally friendly practices. The EU needs to maintain its global tourism market position through three critical actions which include better urban access management, development of new transportation systems, and creation of environmentally friendly travel alternatives. Coaches provide an economical and environmentally sustainable method of transportation which enables tourists to visit European cultural sites while helping to protect the environment.

European travel systems require new mobility solutions which will define their future development, whereas coaches will remain essential to European travel systems for the upcoming decades.
